People CMM

The Software CMM has been used by software organizations around the world for guiding dramatic improvements in their ability to improve productivity and quality, reduce costs and time to market, and increase customer satisfaction. Based on the best current practices in fields such as human resources, knowledge management, and organizational development, the People CMM guides organizations in improving their processes for managing and developing their workforce.

The People CMM helps organizations assess the maturity of their workforce processes, establish a program of continuous workforce development, create a roadmap for for improvement actions, integrate workforce development with process improvement, and establish a culture of excellence.

People CMM is used worldwide by (mainly technology) organizations, small and large, such as IBM, Boeing, BAESystems, Tata Consultancy Services, Ericsson, Lockheed Martin and QAI (India) Ltd.

The first version of the People Capability Maturity Model (People CMM) was developed in 1995 and since then has further involved and is widely used as a tool that helps addressing the critical people issues in organizations. The People CMM employs the process maturity framework of the highly successful Capability Maturity Model for Software as a foundation for a model of best practices for managing and developing an organization's workforce.

There is a wide range of possibilities to assess an organization's maturity level from a CMM perspective. The People CMM Reference Guide provides (in section 6.4) an overview of the possible assessment methods ranging from very pragmatic (self assessments) to formal SEI authorized assessments using the SCAMPI approach.

In this early SEI document William Hefley and Bill Curtis describe a detailed description of the an assessment.

A useful comparison of general CMM assessment approaches is provided by Richard Waina in part 2 of his CMM article series; the following excerpt gives a summary overview:

A CMM self-assessment is used to educate the organization on the model and to begin to identify areas for improvement.

Software Engineering Institute Resources

The Software Engineering Institute publishes a lot of material about the model.

This tutorial presentation by Palma Buttles is a good introduction to the model.

An earlier paper by Bill Curtis, William E. Hefley and Sally A. Miller can be found in this 2003 Crosstalk issue.

In this 2006 presentation Palma Buttles discusses a holistic approach for implementing People CMM and CMMI for Development. Another paper by Buttles takes an anthropology perspective.

In this 2007 presentation the SEI IDEAL improvement process is discussed.

Th authors of the People CMM book (Bill Curtis, William Hefley and Sally Miller) give a short introduction in this article.
